Currently, there is no national database documenting the murders of un-armed people by police, security guards or self-appointed vigilantes. Although not all victims found here were weaponless, the fatal murdering of the unarmed: whether they are of ethnic origin, disabled, mentally ill, homeless or their sexual orientation, by Police Departments across the country is unjustified, and the vast majority of officers involved are not being held accountable.

I believe ALL those listed below regardless of whether they were in the process of perpetrating a crime, in a gang, drug possession, incarceration, resisting arrest, alluding, a weapon thrown aside, mentally ill or just happened to be at the wrong place at the wrong time, they are all victims. Victims who loved and were loved. This memorial is dedicated to all the Mothers and Fathers, Sons and Daughters, Husbands and Wife’s, Grandparents, Sisters and Brothers, Nieces and Nephews, Girlfriends, Boyfriends, Lovers, Friends and Neighbors who have lost someone at the hands of law enforcement. For all the heartbreak, shed tears, unanswered questions, lies and grief for a life unfulfilled, to you I give honor, for “there but for the grace of God go I”. May you find peace in knowing their bloodshed will not go unnoticed nor will their life be forgotten.

As we remember victims of violence let us remember the sadness of loss. May that sadness be transformed into compassion for the victim and their loved ones. May the fear struck in us by the power of tragedy give way to reverence at the unending power of unconditional love. May we uncover the energy of our anger and use it to right what is wrong in our own behavior toward one another and to challenge the mindsets and systems which enable and promote violence. May love gently wipe the tears from our eyes and remove the fear from our hearts. Look with favor upon the families and friends who mourn the victims and comfort those who are in grief and despair, that peace, the fruit of justice and charity may reign for each of us gathered here today. For all victims of crime, abuse, harassment and all who commit acts of violence; from those who speak harsh words in anger, to those who hate others who are different from themselves, to those who take the life of another, may we learn to act justly, love tenderly and walk humbly.

My definition of Unarmed
Please keep in mind I am only able to research and write bio’s on 5-7 victims per day. Each bio is verified through multiple sources, photos are retrieved, copied, cropped. Each bio is written and condensed close as possible to a single paragraph, many have links to READ MORE. Each name, age, state and ethnicity are entered into 3 data bases and then, after all pertinent information has been gathered I individually post to the website. Therefore each bio takes anywhere from 30 to 60 minutes to complete.

It is at my discretion as to what I consider as being unarmed. If the person has a weapon but is unable to use it because it’s under a seat, knocked to the side, fallen to the ground, in someone else’s possession etc. I consider that person unarmed. If someone is shot in the back, I consider that person unarmed. If there appears to be questionable circumstances surrounding the death, I consider that person unarmed. If the person is mentally ill and can be contained without using deadly force, I consider that person unarmed. Even if the person is a felon and has a violent criminal history, yet fits into any of the above categories, that person is still considered unarmed. If someone is in the commission of a crime, yet fits into any of the above categories, that person is still considered unarmed. If ANYONE can be contained without using deadly force, I consider that person unarmed.

There is no reason, in my opinion to shoot someone when police manage to apprehend and incarcerate extraordinarily dangerous serial killers/ mass murderers/spree killers and vigilantes yet cannot manage the capture of citizens of ethnic lineage without executing them.

However, if someone is shooting, holding a weapon or hurting someone (including an officer) and there is absolutely no other way to control them, I consider that person armed. Mind you, I credit witness statements far above police reports.

I DO NOT believe Law Enforcement reports. Lies the police tell that are so familiar anyone can recite them: “Reached for waist band”; “Pointed hand at police in a threatening manner.” “Backed the car toward officers” “Lunged at me” “Had a black object in hand” “Tried to grab gun” “Officers of the Un-Peace” or “Un-Peace Officers” Campaigns were formed against the “Blue Code” supposedly making it more visible to the public eye have taken place but all they seem to be doing is allowing the police to police the police and the police. Police are liars, period. So please don’t think I would even consider relying on their statements. The code of Blue Silence is too real to be ignored, and has been proven over and over again to be the real badge of the law.

As for Grand Juries they’ve been bought and paid for in more cases than can be counted. There is something fundamentally unfair about a grand jury system which doesn’t reflect the racial, political and ethnic diversity of the community it serves and the people it indicts.

Please keep in mind each victim is double and triple checked for accuracy, therefore it takes approximately 40-60 minutes to complete each bio, including editing, separating into 4 data bases and posting online to the appropriate page(s). This website is an extremely time consuming endeavor, yet a true labor of love, but often mentally overwhelming and occasionally must be set aside as I regroup. John WinklerJohn Winkler 30, April 11, 2014 West Hollywood CA – Deputies responded to a call of a man with a knife. Two men burst out of an apartment building and ran towards the deputies. The first man who exited was bleeding profusely from the neck. Winkler followed close behind. The deputies on scene apparently were confused when they saw Winkler “lunging at the back of the fleeing victim so they shot Winkler four times and the other man once. Winkler died from his injuries at a hospital. The other man survived. Winkler and the man who was bleeding were actually victims of a third man, Alexander McDonald, who lived inside the apartment building. Winkler, who lived in the apartment above McDonald, unwittingly got involved in the violence when he came down to visit two friends at McDonald’s apartment. The suspect crawled onto his own balcony from outside and held the three men hostage with a butcher knife. Witnesses reportedly told police McDonald was acting delusional and crazed. Winkler and the victim who had been stabbed managed to escape, only to be shot when they exited the building. Eric ScottErik Scott 38, July 10, 2010 Las Vegas NV – Scott, a West Point graduate, Army veteran, MBA graduate of Duke University, and a medical sales rep for Boston Scientific was shopping with his girlfriend in the camping section of the store taking bottles out of their packaging, attempting to determine how many of the bottles would fit in a cooler he was thinking of purchasing. At some point he bent over and his shirt rode up, exposing the pistol he had concealed at the small of his back. A Costco employee saw the holstered sidearm and told Scott he was not allowed to have the weapon in the store. Scott replied he had a permit and the right to carry his weapon. He then went back to shopping. The employee called over a manager, who informed a 20-something security guard, who made a 911 call to police. The manager claimed Scott was armed with a gun, acting aggressively and erratically, and that he may have been under the influence of drugs. Over a dozen police officers responded, along with a helicopter, ambulance, and competing incident command teams. As the police began to form a massive perimeter outside, Costco managers began evacuating the entire store apparently without explaining why to anyone. As Scott and his girlfriend exited the store he was identified to police officers, who were waiting with guns drawn outside the front door. Erik turned to find three officers facing him, guns drawn, and all three shouting different commands: “Get on the ground!” “Drop your weapon!” “Keep your hands up!” Erik held his hands up, spoke calmly, told them he DID have a concealed firearm and a legal CCW and was an ex-Army officer. His girlfriend was screaming about Erik being a West Point grad, former Army officer, etc. Erik leaned to his left, hands still up, to expose the pistol, and repeated, “I am disarming; I am disarming.” Witnesses say he started to lower his right hand, palm OUT, perhaps intending to remove holster and gun together — but never got the hand below his shoulder, when one of the cops (believed to be William Mosher, who had committed a fatal shooting in 2006) shot Erik in the chest with a .45-caliber semi-automatic weapon. Erik dropped to his knees. The three officers unloaded again, firing a total of seven hollow-point rounds. At least four, possibly five, hit Erik in the back, after he was on the ground and dying. Two experts hired by Scott’s family examined his body. They claim of the seven .45 ACP hollow-point bullets fired into Scott’s body, one was fired through his armpit, suggesting his arm was raised at the time. Four remaining shots were fired into his back. There were no exit wounds, making it all but impossible for police to claim that investigators misread through-and-through wounds. Christopher RoupeChristopher Roupe 17, Feb. 14, 2014 Euharlee GA – Roupe, an ROTC student at Woodland High School in Cartersville had planned to join the Marines. Euharlee officers showed up at the door of his mobile home to serve a probation violation warrant for the boy’s father. A female officer reportedly told the Georgia Bureau of Investigation that Roupe pointed a gun at her after he opened the door, however Christopher was holding a Nintendo Wii video game controller, and about to watch a movie. “The eyewitnesses on the scene clearly state Christopher had a Wii controller in his hand. He heard a knock at the door. James WhiteheadJames Whitehead 28, July 26, 2012 Orange TX – Whitehead, a former Marine, allegedly got into a verbal dispute with a storeowner. Whitehead wanted to return a part to an auto store because the part did not work. He got upset because he was told he could not return the part. He started cursing wanting a refund. The store manager called the police stating he didn’t want to press charges he just wanted Whitehead to leave. Customer Officer Robert Arnold, in plain clothes along with his 14 year old daughter, never showed a police ID or a badge attempted to arrest White by going outside to get handcuffs. Meanwhile Whitehead decided to just leave without any further arguing. According to witnesses Officer Arnold approached Whitehead’s truck, placed his hands on Whitehead, pulling him, then picking Whitehead up by the shoulders and standing him up outside the vehicle. Whitehead cursed and yelled racial slurs at Arnold accusing him of not being cop and attempting to return to his truck and leave. According to witnesses Officer Arnold jerked the door open, stuck the gun in the truck and said, “I’m gonna kill you.” Arnold fired once, hitting Whitehead in the chest. Whitehead said “You just shot me.” Arnold replied, “I sure did.” Police Chief Sam Kittrell was surprised Texas Ranger Ken Parks, who did the investigation, said, “this was a good shooting and it won’t take but a couple days to get it taken care of.” However former Orange, TX Police Officer Harold Hass, who worked with Officer Arnold sent a letter to a New Grand Jury requesting charges against Arnold. Danielle WillardDanielle Willard 21, Nov. 2, 2012 West Valley City UT – Detective Cowley and his partner Kevin Salmon had been investigating a suspected drug house where drugs, weapons and counterfeit money were believed to be traded by white supremacist gang members claim they saw Danielle Willard go to a home to buy drugs. Police didn’t immediately arrest anyone but followed Willard to the Lexington Park apartments about a block away. After allegedly seeing her buy drugs from a known drug dealer in the parking lot apartment complex the officers claimed she’d stepped on the gas and tried to hit them, so they fired six shots at her. Two bullets stuck Willard in the head and chin, killing her. Police Detective Shaun Cowley claims he drew his weapon on Willard as part of a “lifesaving effort” after he saw her put a black substance into her mouth. Both Officers claim they shot Ms. Willard, in self-defense however Investigators found neither marks on the pavement, nor drugs in her system. But more importantly, forensic evidence revealed that officer Cowley was out of harm’s way when he fired on Willard’s car. Det. Brandon EllingsonVrandon Ellingson 20, May 31, 2014 Columbia MO – Ellingson, a college student was partying and arrested by police patrolling on boat for public intoxication. Officer Anthony Piercy claims he slowed his boat for two big waves from another vessel and within seconds, Ellingson went over the edge. He claims he reached for Ellingson as he went overboard and was able to grab hold of one of his feet until it was pulled from his hands. “Well, I don’t know if it was the wake and his intoxication or if he (expletive) did it on purpose, Police claim Ellingson jumped off the boat, but witness’ Larry Moreau saw Piercy and Ellingson standing on the patrol boat when it whizzed past their boat. It was just moments later when they caught up to patrol boat stopped and a person was floating near it and he could not figure out what was going on. The trooper did not have his lights on and was not calling for help.” Ellingson was in the water “It was complete horror.” “Ellingson with his life vest floating next to him were about 200 feet away from our boat, Trooper Anthony Piercy’s boat was even closer. He did not think Ellingson was drowning because if that was the case he’d have reached for the life vest near him. Since trooper Piercy was not calling for help, the Moreau family left the area. However, hours later when the Moreau’s learned Ellingson was handcuffed. “We were relieved the world was going to get to see what we saw from the cameras. It turned into an absolute nightmare because now we are the only ones that saw it.” In Officer Piercy’s statements he seemed more concerned about himself than Ellingson. Glenn Priddy-001Glenn Michael “Mike” Priddy 20, October 27, 2011 Louisville KY – Deputy Daniel Shipp had gone to a home to serve an Emergency Protective Order, but no one answered the door. The Offers allege they saw Priddy was walking down the street, carrying a gas can and became suspicious. After talking with Priddy, they asked for his identification meanwhile running a check of his license plate. When it was discovered he was wanted on a felony warrant, deputies tried to arrest Priddy, but he put the car in gear and began driving away. “He started the car and tried to leave.” “They began fighting over the steering wheel and the keys to the car. The deputy was kind of half in the car and half out of it, and dragged around the corner where Priddy crashed into a pole. A witness said he heard ‘Stop the car or I’m going to shoot you.’ Priddy died at the scene of a gunshot wound to the head. No Photo Available-001Omar Rodriguez 35, Christmas Morning Dec. 25, 2014 Coachella CA – The deputy was initially called to the neighborhood to investigate a report of someone entering a house and attacking a homeowner. When the deputy arrived at the house, she claims she saw the suspect standing in the roadway, where he assumed a “fighting stance.” The officer ordered the suspect to stop several times, however, he aggressively continued toward her.” The Deputy claims she shot the man because he attacked her, then tried to wrestle her police baton out of her hands. The wounded man was rushed to a nearby hospital, where he died from his injuries. Shulena WeldonShulena Weldon 36, Aug. 9, 2012 Harrisburg PA – was walking north on 20th Street toward the intersection when for unknown reasons she ran in front of the police vehicle. Eyewitness accounts suggest Weldon was “preoccupied” in some way and might have been sending a text message, Hetrick said, but he added that he didn’t know for sure. the officer, driving a vehicle marked “Patrol Supervisor,” was not responding to an incident. Witness ““I heard a big boom sound. I stopped initially and looked both ways, and when I looked to my left I saw papers and belongings flying in the air and I saw an officer’s truck coming to a stop with no lights on, no flashing lights. It didn’t seem as though he was in a rush.” the officer who had gotten out. Ericka CollinsEricka Collins 26, Oct. 13, 2012 Cincinnati OH – The incident occurred after Officer Matthew Latsy responded to a 911 call made by Collins to her residence over gas money. Witnesses told police Collins was involved in a verbal altercation with her sister, 25-year-old Elizabeth Collins. Elizabeth Collins said her sister had a knife and moved toward the tire of the red SUV she was sitting in. “The officer said, ‘Ma’am, no, don’t slice her tires. Put the knife down. Don’t slice her tires.” Collins said her sister stood up to face the officer’s commands. “As soon as she said ‘no,’ it was ‘boom, boom.’ He shot her twice, once in the upper chest and once in her head. Collins was pronounced dead at the scene. Witness said it did not appear that Collins was threatening the officer. “She took a step, but the knife was never pointed at him. Aura RosserAura Rosser 40, (mentally ill) Nov. 11, 2014 Ann Arbor MI – Rosser’s boyfriend Victor Stephens said he initially called police on Rosser because they were fighting and he wanted officers to escort her out of the house. He said Rosser had a fish knife when police got there. “They opened the door and said police. She turned towards them and they fired.” “Did she have a knife? Yes, she had a knife.” Stephens also sai “Lethal force wasn’t warranted in this case. “Why would you kill her?” “It was a woman with a knife. Vernica WoodardVernicia Woodard 26, Aug. 22, 2014 Hapeville GA – A Hapeville city employee found the body of a woman on fire at the end of Elm Street. City of Atlanta Police Officer Tahreem Zeus Rana and Woodard met on Craigslist for a “romantic exchange” and the night she was killed was the first time they had met in person. “First Rana took her to a secluded area to do the crime and then after killing her, he used some kind of fuel to light the body on fire in order to cover up any type of evidence that may be there.” Rana, 23, was caught after he tried to board a flight to Monterey, Mexico, possibly en route to India. The murder suspect was on the no-fly list, and has since been fired. Rana faces charges of murder, arson, kidnapping and tampering with evidence. CXourt appearances and conviction still pending. Anna BrownAnna Brown 29, Sept. 21, 2011 Richmond Heights MO – Anna Brown had visited several hospitals complaining of pain in her legs. When she was ignored at St. Mary’s Hospital, she refused to leaved, screaming and yelling that she was in pain. The hospital had her arrested for trespassing. The Police Pfficer dragged her out in handcuffs after a doctor said she was healthy enough to be locked up. At the Richmond Heights Police Department, she cried that she couldn’t stand up or get out of the car, so the officers dragged her out of the car by the arms and into the police station. The Officer left her there lying on the concrete floor of a jail cell, moaning and struggling to breathe. Just 15 minutes later, a jail worker found her cold to the touch. Officers suspected Brown was using drugs. Autopsy results showed she had no drugs in her system and Ms. Brown died from a pulmonary embolism and determined Anna Brown’s death in a jail cell was caused by blood clots which had formed in her legs and migrated to her lungs. In the video of the Ms. Brown’s final moments officers are seen carrying Brown into a jail cell. The cell door closes and Brown is heard moaning and crying. Latanya HaggertyLatanya Haggerty 26, June 4, 1999 Chicago IL – Raymond Smith picked up Ms. Haggerty, a computer analyst and on their way home, Smith stopped his gray Cutlass in traffic to talk briefly with a friend who had left a jacket in Smith’s car. A police cruiser carrying Daniels and her partner, Michael Williams, pulled up alongside Smith. Daniels, who was riding on the passenger side, asked Smith if he had a driver’s license and insurance. He said he did. Williams, according to Smith’s account, leaned forward and told him to get his “punk ass” off the street. Smith drove another block and pulled over when he noticed flashing emergency lights in his rear-view mirror. It was Williams and Daniels again. The officers claim Smith escalated the situation by not cooperating, by trying to run them over with his car and fleeing. According to eyewitnesses, Smith was pulled out of the car, beaten, handcuffed, and taken away. The murdering female officer was at the rear driver’s side window. Further, they added, Haggerty ignored repeated commands to raise her hands and get out of the car when officers finally stopped it. . Witnesses say Ms. Haggerty was reaching for her cell phone when the female officer fired through the window.” “After Ms. Haggerty had been shot another Officer pulled her from the car onto the ground and simulated a struggle for onlookers.” The Cook County medical examiner’s office says she died 45 minutes later “of one wound to the shoulder.” Officer Daniels testified she shot Haggerty when Haggerty raised a tiny object in her right hand. Daniels claims she mistook the object, a silver padlock, for a gun and fired once, the bullet piercing Haggerty’s heart. In a unanimous decision, the nine-member Police Board fired Serena Daniels as well as Officer Michael Williams, Daniels’ partner, who fired a single shot into the car, and Officer Stafford Wilson, who also fired at the car. The board spared Officer Carl Carter, the only officer involved in the incident who did not fire his weapon. Carter was temporarily suspended from the police force. Brenda WilliamsBrenda Williams 52, (paranoid schizophrenic) May 28, 2009 Scranton PA – Air Force Veteran suffering from schizophrenia. The call came from Ms. Williams’ mother’s home, just down the street from where Ms. Williams lived, and police obtained information from people before going to check on Ms. Williams. According to Chief Elliott “the officers were told Ms. Williams was ‘acting disorderly in her own home’ before they went to her apartment.” The police were going to cite her for disorderly conduct and were in the process of citing the naked, mentally ill woman who did not invite the police to her home and whose paranoia was probably off the charts as she stood naked surrounded by police. Ms. Williams was allowed to go into the kitchen and when she emerged from her kitchen holding a knife with a wooden handle. Within seconds, as the 52-year-old woman ignored commands to drop the weapon as she moved toward one of the officers, three of them fired, fatally wounding Williams who had been shot five times, including two lethal wounds to her abdomen and another potentially fatal wound that severed the femoral artery in her right leg. She had a sixth wound from falling on the knife. Cpl. No Photo Available-001Robert Anthony Russ 22, June 7, 1999 Chicago IL – Russ, a Northwestern University honor student and star football player, was shot inside of his car following a high-speed chase after what the police claim was a struggle with the officer who shot him. After claiming to have seen Russ drive erratically the officers engaged in driving pursuit. The pursuit labeled “high-speed” never rose above seventy miles per hour, yet even at this speed, Fyfe contends the adrenaline rush of the chase coupled with the officers reliance in their numbers led to their ignoring any impulses to maintain rational thinking in a potentially non-deadly situation and to speed up a process that both allowed and required taking things more slowly and methodically. Russ’s car spun out on the Dan Ryan Expressway at which point several officers quickly approached his vehicle. The false safety of numbers gave the three officers “the bravado to rush the car.” “The lawyers for the police claim this was a fast-breaking situation. But it was only fast-breaking because the cops let it become one. He was stopped. He wasn’t going anywhere but the Officer claimed Russ went for his gun. The Officers have changed their story claiming it was “accidental.” First the bullet went in through Russ’ shoulder before piercing his heart, now they say he was shot and in the chest. No weapons, drugs, or alcohol were found in Russ’ car or on him. Russ’ family was awarded $9.6 million dollars. Harlem NY – Officer Edwards, a member of the Housing Bureau Impact Response Team, left duty about 10:30 p.m., approached his car and saw that a man had broken the driver’s side window and was rummaging through the vehicle. The two scuffled, and the man escaped Officer Edwards’s grip by slipping out of his sweater. Three other plainclothes officers in a car came upon Officer Edwards chasing a man. The team’s members, assigned to the anticrime unit in the 25th Precinct, got out of their vehicle and confronted Officer Edwards. Officer Dunton got out of the car while it was still moving and crouched behind the front passenger door, yelling, “Police, don’t move, drop the gun, drop the gun.” In response to Officer Dunton’s commands,” his account continued, Officer Edwards “turned his body toward the anticrime officers, making eye contact with Officer Dunton and pointing his gun at him.” Officer Dunton fired six shots “in very rapid succession.” Neither Officer Dunton nor the others realized that Officer Edwards was a colleague until they cut his shirt open as he lay handcuffed and bloodied on the pavement and saw a Police Academy T-shirt and found his police shield in a pocket. Sheneque ProctorSheneque Proctor 18, Nov. 1, 2014 Birmingham AL – Ms. Proctor was at a Bessemer hotel with friends when she was arrested for disorderly conduct and resisting arrest. Ms. Proctor was an asthmatic and complained of harsh treatment from the police. Witnesses said “as many as six Bessemer officers were involved with Sheneque’s arrest” three officers were handling her really rough”. Officers claim to have smelled alcohol on the man’s breath and saw open containers in the car. Police also claim they saw other symptoms of intoxication due to alcohol or drugs. As the man was being questioned, he began to vomit and had trouble breathing. There was no struggle, nor did the officers use force to detain the man. No Photo Available-001Unidentified Male 40, Christmas Eve Dec. 24, 2014 San Diego CA – A male American citizen, was trying to enter the US from Mexico at a pedestrian crossing at the U.S. Customs and Border Protection at the San Ysidro Port of Entry. The man was detained by Border Protection Agents when a records check showed an arrest warrant had been issued for him, and he should be considered armed and dangerous. He also was supposedly carrying an undisclosed amount of heroin. Authorities said the man jumped over a counter and attacked two CBP agents. “After numerous attempts to restrain the assailant, who continued to resist, an officer used his service issued electronic control device, and gained physical control. The man became unresponsive and stopped breathing. Agents say they began CPR and called paramedics. Paramedics also performed CPR and took him to Sharp Chula Vista Hospital. Homicide detectives with the San Diego Police Department are investigating and the cause of death will be determined by the San Diego County Medical Examiner’s investigation. Christopher RidleyNYPD Officer Christopher A. Ridley 23, Jan. 25, 2008 White Plains NY – Ridley was off-duty, picking up a cousin, when he saw Anthony Jacobs beating up a man. Ridley ran into an office building to summon help and then pursued Jacobs down the street, catching up with him outside the Westchester County Department of Social Services building. As Ridley tried to restrain the homeless man whom he had seen assault another person they tussled and Ridley’s gun went off and dropped to the ground before the officer retrieved it. Four Officers, Detectives Frank Oliveri, Robin Martin, Jose Calero and Officer Christian Gutierrez were already converging on the plaza. Martin and Calero said they got within a few feet of the pair before backing up when they realized there was a gun. Detective Oliveri, put his duty weapon to Officer Ridley’s head, and at point blank range shot him once above the left eye intentionally killing him instantly. Detective Frank Oliveri claimed “At which point, seeing the gun pointing at me, I’m fearing for my life. I see the gun pointed at me and I fired my weapon. He has his gun in his hands and the gun’s pointing at me.” Of the more than three dozen witnesses to the fatal shooting of Officer Ridley, only four suggested the armed off-duty cop had turned toward county police officers in his final moment. Eric HernandezNYPD Officer Eric Hernandez 24, Feb, 6, 2006 Bronx NY – Officer Hernandez, fresh from his night shift in the Bronx and an off-duty swing through at least one local bar, was assaulted by a group of men inside a White Castle restaurant. At least one witness told the police the confrontation started when someone in the group ridiculed the officer, who was in street clothes, saying he should buy them sodas. Hernandez got into an argument with several young men, and apparently identified himself as an NYPD officer, and was jumped and beaten badly by the men. They left the store and left him lying on the floor. Hernandez took his gun out and ran after them. In the parking lot outside, he pulled his gun on a man he believed to be one of his attackers, and one of the officers responding to a 911 call, Officer Alfredo Toro, shot Hernandez three times after he supposedly failed to drop his weapon. A question raised by the videotape was how the blows and kicks he suffered may have damaged Officer Hernandez physically, but the fact that he had been drinking that night raised other questions. In the days that followed the shooting, the commissioner and other police officials went over a security videotape of the attack on Officer Hernandez in the moments before the shooting and said they had been revolted by the ferocity of the assault. Oliver GregoireOliver Jarrod Gregoire 26, (Black Male) Sept. 9, 2004 Baytown TX – Dispatchers received multiple 911 calls involving Gregoire before Chambers County Sheriff’s Deputy Bradley Hasley was dispatched. Callers reported a black male “who was very excited” trying to stop vehicles on FM 3180. “The caller stated the man was trying to open the driver’s door to the vehicle and get in the car.” A second 911 call reported that the man had kicked in the back door of a residence in Baytown and used a pole he found in the residence to attack an unidentified woman living there. Records show this address is listed on his driver’s license. Gregoire left the residence for a while, but then returned to “tear up the inside”. When Officer Hasley arrived, he spotted Gregoire exiting the woman’s house and “deployed his Taser, hitting the suspect who went to the ground”. Joseph PaciniJoseph Anthony Pacini 52, (mentally ill) Dec. 30, 2014 Philadelphia PA – A man who had posted an ONLINE VIDEO threatening to kill police and FBI agents tried to use his car to run down officers seeking to arrest him for terroristic threats. Police said they began following the man after he left a home, when officers stopped him at an intersection and ordered him out of the car, he reversed and slammed into a police vehicle and then prepared to run over other officers. Officers opened fire, killing him. Pacini can be heard on one of several video messages police say he posted on YouTube saying, “Clearly these guys want me dead or in prison and there’s no way in hell I’m going back to prison.” At least five officers fired their weapons at the suspect claiming they “feared for their lives” Pacini died at the scene. A detention attendant was making a routine check at the stationhouse Ms. Gaines was found unresponsive on the floor of the cell at 5:30 a.m. The attendant notified officers who administered CPR. The victim was taken to St. Catherine of Siena Medical Center in Smithtown where she was pronounced dead less than an hour later. Kenny LazoKenny Lazo 26, June 28, 2008 Suffolk NY – Lazo was allegedly caught selling. Detectives asked for a uniformed officer to locate Lazo’s vehicle and they pulled him over. When Lazo got out, he allegedly elbowed a detective who had approached him, and then ran away. The officers tackled Lazo to the ground, but he managed to get up. Supposedly a violent struggle followed in which Lazo allegedly reached for one officer’s gun. Police said they struck Lazo with flashlights to control him. Lazo was arrested and brought to the Third Precinct, where he collapsed. An ambulance was called to the precinct, it arrived three minutes later and left the precinct. Chuniece PattersonChuniece Patterson 21, Nov. 12, 2009 Syracuse NY – Patterson was arrested on a bench warrant Nov. 10 after she’d skipped her court date on charges related to one of her five arrests over five months. It was noted was noted in her medical record at the jail she was 2 months pregnant. The records also show A jail nurse visited Patterson in her cell three times between 6:30 p.m. Nov. 11 and 1:45 a.m. Nov. 12, the medical records show. No one examined her abdomen or ordered an ultrasound or pelvic exam. Deputy Diane Stech wrote in a report that when she started her shift, another deputy told her Patterson had been moaning overnight and complaining that she was having trouble breathing. The records of Patterson’s two-day stay at the Justice Center in November describe a night of torment, with Patterson screaming and rolling on the cement floor of her cell for most of those 14 hours. Patterson leaned against her cell toilet, scooping water out with a cup and splashing it onto her face, a deputy reported. The jail’s records of Patterson’s medical care give no indication that anyone examined her abdomen. No pelvic exam. No ultrasound. Patricia ThompsonPatricia Thompson 54, (mentally ill) March 3, 2006 Rochester NY – police received a call about a domestic issue at 199 Weldon St. around midnight. When they arrived police say they were met at the door by Nathaniel Thompson, who had called police about a problem with his wife. Thompson invited officers Kevin Sizer and Jeff Lafave into the house but didn’t say what was wrong. Upon entering, Hickey says Patricia Thompson, 54, tried to hit Officer Lafave, but he blocked the punch. Mrs. Thompson then talked about drinking blood, said she would get the officers out of the house, and made other incoherent statements before going into the kitchen. Sizer and Lafave say they heard her going through a drawer. When she came back out of the kitchen she was holding what Police Chief Tim Hickey described as a large kitchen knife over her head. Hickey said she rushed at Lafave; he stepped back then fired his gun, hitting her in the chest. Thompson was rushed to the hospital where she was pronounced dead. Walton claimed Hearst lunged at him, punched him, and shoved him to the ground. Walton claims he told Hearst he was a cop and warned him to stop. But the crazed tenant struggled to grab Walton’s gun and was shot.Witnesses have reported hearing three shots, with a pause between the first and second. Mr. Hearst was struck in the right arm, abdomen and chest by bullets from the lieutenant’s 38-caliber revolver ripping into Byron Hearst’s chest. After the shooting, Lieutenant Walton left the apartment and called 911 from his cellphone, telling an operator the victim had run away, but asking several times for an ambulance. Hearst was taken to Wyckoff Heights Medical Center for trauma and later died at St. Mary’s Hospital. The mom did, and when she went into the apartment, she said that Kaileb assaulted her and then took her car with his fiancée in the passenger seat. Kaileb’s mom called the police. In response to a domestic disturbance, Kaileb was shot in the head by Missoula police officer, Cpl. Paul Kelly. Officer Kelly said that Kaileb was holding his fiancée hostage. The fiancée says that he was not and that she had plenty of opportunity to get out of the car if she wanted to. Officer Kelly said that it was dark and he could not see if Kaileb had a weapon, yet he claimed to have seen Kaileb choking his fiancee, which she says never happened. Authorities claim Ajibade became combative while being booked and was subsequently restrained. While being restrained, Ajibade supposedly injured three deputies. A female sergeant suffered a concussion and broken nose while two male deputies suffered injuries consistent with an altercation. Ajibade was placed in an isolation cell due to his dangerous behavior. Upon the inmates second welfare check Ajibade appeared non-responsive. The medical unit staff started CPR and administered defibrillator while preparing the subject for transport to Memorial Medical Center. Efforts to resuscitate the Matthew were unsuccessful. John Paul QuinteroJohn Paul Quintero 23, Jan 3, 2015 Wichita KS – 911 operators received a call of a disturbance with a knife. Two officers were sent to the call, and arrived in the area then walked on foot towards the residence. While en route to the location, dispatch received at least three more phone calls, stating a suspect was under the influence of alcohol and armed with a knife. Dispatch was told by a calling party, the suspect was at the front door of the residence trying to get back in. As officers approached the residence, they made contact with two individuals in an SUV parked in the driveway. They two officers confronted two men inside an SUV. The driver was a 44-year-old man, the passenger was Quintero. Supposedly the officers asked the two men to get out of the SUV, the driver complied, but Quintero exchanged words with the two officers. During that exchange one officer used a taser, another fired a service weapon shooting Quintero twice. He was taken to Wesley Medical Center where he later died. No Photo Available-001Albert James Six Feathers Jr. 32, Dec. 10, 1999 Rapid City So. Dakota Six Feathers was observed driving erratically Officer Robert Fazendin, a police officer. Because Fazendin suspected Six Feathers was intoxicated, he attempted to stop him by turning on his overhead lights. In response, Six Feathers sped up and fled. Fazendin pursued Six Feathers for forty-five miles at speeds reaching one hundred miles per hour. When it became apparent Six Feathers was heading to South Dakota, Fazendin told his dispatcher to contact South Dakota law enforcement officials of the pursuit, and to request a set of road spikes be deployed. Six Feathers eluded road blocks and finally was surrounded in a pasture where he alledgedly rammed aFall River County Sheriff Jeffrey Terrell’s car. Jarman, who was riding with Terrell, jumped from the vehicle and fired four shots from a shotgun, four of which hit Six Feathers. Jarman told the coroner’s inquest he was certain Terrell’s life was at risk because he’s set a predetermined line which he would not allow Six Feathers to cross. When he did, Jarman fired two rounds above the steering column. The three shots that hit the vehicle were at windshield level, which indicated no attempt was made to shoot out tires to stop the vehicle. Six Feathers was unarmed and never given the benefit of tire spikes or a tire shot. Officer Jarman transferred personal property into his wife’s name after the incident. Leslie Sapp lllLeslie Sapp III 47, Pittsburgh Pennsylvania Jan. 6, 2015 – Sapp was on the U.S. Marshal’s Most Wanted List, being sought on charges involving the sexual assault of a young girl that allegedly went on over a period of four years. A warrant for Sapp’s arrest was issued in July after a fifth grade, city elementary school student told police back in May that she was allegedly raped and otherwise sexually molested by family friend Sapp. The warrant charged him with statutory sexual assault, endangering the welfare of children, corruption of minors, aggravated indecent assault and rape. Pittsburgh Police Chief Cameron McLay said “This individual confronted our officers with this weapon, adopted… presented it in a manner consistent with what one would use when trained to use a handgun against officers claiming The officers fired to defend themselves claiming Sapp pointed a gun at law enforcement personnel when they showed up at his home. Only later did authorities learn the gun Sapp had in his hands was an airsoft gun, and not a real firearm. McLay claims “the officers fired to defend themselves.” Sapp was shot at least four times, and at least 15 rounds were fired by Task Force members when they showed up at the Knoxville home where Sapp was living. Michael KocherMichael Kocher Jr. 19, January 3, 2015 Kauai Hawaii – Kocher was walking on the roadway at around 9:35 p.m., just east of the Kaumakani Post Office, when he was struck by an eastbound Toyota Corolla. A police officer responding to the scene, also heading east, then struck Kocher a second time and killed him. Kocher had no vital signs and was presumed dead at the scene. He was transported to Wilcox Memorial Hospital where a doctor formally pronounced him deceased. No Photo Available-001Brock Nichols 35, Assaria KS January 7, 2015 – A woman called officers saying she was concerned for her young child’s welfare after just having spoken with the boy’s father, Brock Nichols. A deputy was dispatched to the man’s home and determined the welfare of the toddler was fine, and there appeared to be nothing wrong.However, there was evidence Nichols, had been drinking. The mother, who was with a sheriff’s supervisor back at the station, said drinking was a violation of a court order in the custody proceedings. The deputy remained on scene at the home while the supervisor at the station tried to obtain the court documents. Sheriff Kochanowski claims Nichols started to get agitated, and a second deputy was called to the residence. Shortly before 10:30 p.m., Nichols asked if he could use the restroom. The deputies said that would be fine, and as they were escorting Nichols to a darkened bedroom one of deputies followed and quickly flipped on the light switch. When the light came on, the sheriff claims Nichols spun around with a handgun and pointed it at the deputies. Both deputies opened fire. Autumn Mae SteeleAutumn Mae Steele 34 Burlington IA January 6, 2015 – Steele was arrested on a misdemeanor charge of domestic abuse. She was released from jail and told she could not return to the home without a police officer escort in order to gather her belongings. Steele then returned to the home with her police officer escort, the same person who would later kill her. As her husband, Gabriel Steele, was loading up their 4-year-old son, Steele came out of the house and got into an altercation with him. She was followed by the dog. When the escort officer saw the disturbance he went to break it up. Witnesses say the dog was being playful, but apparently still threatened the officer which caused him to draw his pistol and begin shooting. One of the shots fired struck Steele in the chest. Seconds after the shooting another Burlington officer arrived on the scene and both officers tried to calm Gabriel Steele, who wanted to help his wife. “I’m a combat veteran,” he screamed. “What are you guys (police) doing? Let me help.” Steele was eventually taken by ambulance to the Great River Medical Center where she later died of the gunshot wound to the chest. Hasim HanifHashim Hanif Ibn Abdul-Rasheed 41, (mentally ill) Port Columbus Airport Columbus Ohio Jan. 7, 2015 – According to Columbus Police Department, Abdul-Rasheed unsuccessfully tried to purchase an airline ticket with a fake ID. Authorities were alerted to the incident and followed the suspect out of the terminal. The confrontation outside came after the officer called a tow truck for the man’s vehicle, which he left illegally parked in the departures area. An officer approached the suspect and was conversing with him when suddenly the man lunged at the officer with a knife, prompting police to open fire. The wounded Abdul-Rasheed allegedly dropped to the ground, but got back up and continued advancing towards the officer. A backup officer responded at which point Abdul-Rasheed supposedly moved towards him with the knife, forcing the officer to retreat backwards towards the terminal entrance where a third officer was positioned. The third officer shot multiple times, striking the suspect, ending the alleged attack. Robert OrnealesRoberto Ornelas 18, Key Largo Jan. 6, 2015 – Ornelas went out with friends New Year’s Eve but returned home early complaining he was feeling ill, instead of going to bed, he put on loud music and began pacing back and forth in his room. His father Guadalupe says: “I told him: ‘Son, I need to go to bed.’ He told me: ‘OK, Dad.’ But then he started getting more and more active, out of control and aggressive. So I got up again and said, ‘Son, what happened? By then, however, it was too late. Roberto had become someone else. He didn’t recognize me. He screamed, ‘Who the hell are you? “That’s not my kid,” My kids have never talked to me that way. I only teach love in my family. That was not him.” So Ornelas’ father called 911. When Monroe County Sheriff’s Deputy Bryan Cross arrived he found the door to Roberto’s room locked. Cross and another deputy could hear Roberto screaming, talking to himself, and breaking things inside his room but were unable to get the teenager’s attention. The two deputies were able to push open the door enough to see Roberto punching the inside of his closet and his blood on the floor and walls. Per police “Roberto was sweating profusely, his eyes were wide open with a blank state as if staring through you, and was foaming around his mouth and nose area.” Deputies tried to restrain Roberto, but he broke loose and spat and lunged at the officers. So Cross shot the teenager in the chest with his Taser. Roberto fell back onto a pile of clothes and began spitting at officers and got up again, Cross tasered him a second time. The deputies then put a spit mask and handcuffs on the young man. Upon standing Roberto up to carry him out to the ambulance, Roberto continued to yell and scream and kick. Roberto was hobbled and taken to Mariners Hospital where he was forcibly sedated. By the time Guadalupe Ornelas arrived at the hospital, his son was unconscious. Ornelas was already late for work so he left his number with hospital staff and asked to be called if anything happened to his son. But when he returned at 3:30 p.m., hospital staff said they didn’t have any patient under Roberto’s name. “I just brought him here this morning!” Ornelas said. After checking their records, hospital administrators told him that Roberto’s health had worsened just a few hours after his father had left him. Roberto had been sent to Homestead Hospital. “When I got there, he was brain-dead, I’m really disappointed because they didn’t call me like they promised.” Roberto’s condition continued to worsen, and he was taken off breathing machines. Deputies went to the home and approached Pickett. Pickett’s mother told deputies he was refusing to leave. Authorities said Pickett become “agitated and hostile” when he saw deputies and charged at them. A deputy used his Taser to subdue Pickett, who was then handcuffed. Paramedics arrived at the scene to remove the Taser darts from Pickett and he stopped breathing so they transported him to a hospital where he was pronounced dead on arrival. Police made no mention of how many times Pickett was tased or if an investigation into the incident has been launched. McIlvain was westbound on Dunlawton Avenue when Portillo hit him from behind. McIlvain was not wearing a helmet and suffered severe injuries when he was thrown from his bike. McIlvain was thrown from the motorcycle and rushed to Halifax Medical Center. McIlvain, a Navy veteran and father of two, was taken off life support. Robert Earl LawrenceRobert Earl Lawrence 30, Dothan Alabama Jan. 2, 2015 – after he attempted to do a good deed by turning a stray dog in at a local animal shelter. Instead of accepting this good deed and taking the animal in without question, the workers at the shelter demanded that Lawrence show them his government issued ID. Instead of giving them his ID, Lawrence showed them notarized and legal identification that was an affidavit instead of Motor Vehicle Administration ID card. The employees of the shelter then made a careless decision that would end the man’s life. For some reason they decided to call the cops. It was not reported that Lawrence was at all belligerent or violent with the employees of the shelter, the police were called because he did not have a form of ID that they were familiar with. When police arrived on the scene, Lawrence was hassled by them for several minutes about his ID. Police then informed him that he was being placed under arrest, but when Lawrence attempted to resist, he was shot by an unidentified police officer. Dakota – Joy Ann Sherman reportedly called a counselor at a drug and alcohol abuse facility from her hotel room, where she stated she had a gun and was going to hurt herself. The counselor contacted the Mitchell police. The responding officer spoke to Joy Ann twice on the phone where she again stated that she had a gun and was going to hurt herself. When the officer approached her hotel room he reported seeing the door opening and feared for his life. He fired three shots. Joy Ann Sherman was transferred to a Sioux Falls hospital where she later died from injuries. South Dakota Attorney General Marty Jackley, in his investigation, ruled the shooting justified. Christina TahhahwahChristina Tahhahwah Comanche Female 37, (Mentally ill) Nov. 13, 2014 Lawton, Oklahoma- The family of Ms. Tahhahwah called the police to ask for assistance in bringing her to the hospital in order to receive medical care. Christina Tahhahwah, who was at her grandparents’ home at the time, suffered from bi-polar disorder and had recently stopped taking her medication. When the police arrived Christina became angry and refused to go with the police. She was arrested, charged with trespassing, and placed into police custody. On Nov 14th, she was discovered “unresponsive” in her cell. She had gone into cardiac arrest and was transferred to a hospital where she later died. The family was not notified of her transfer to the hospital until 2 AM on Nov 15th, over 12 hours after the transfer. Fellow inmates stated Christina Tahhahwah had been tasered repeatedly for refusing to stop singing Comanche hymns. Apparently one vehicle was driven by Joseph Caffarello and the other was driven by Deanna Caffarello and Rick Drehobl. Officer Drehobl was off-duty and not driving a Rosemont police vehicle. The deputy and Howard apparently struggled and the officer’s gun accidently discharged, hitting Howard. Allegedly Howard ran out of the store the two struggled again. The lawsuit claims that the hospital and the doctor who treated Gonzales “sought to discharge a young woman because there were police in the Emergency Department and they could pass off a problem patient.” After Gonzales arrived at the Santa Fe County Youth Detention Center, the lawsuit alleges, staff witnessed she was “having difficulty breathing, and making gurgling noises” and later periodically stopped breathing, but the staff “did nothing to provide for Desiree’s basic medical needs.” Eventually she stopped breathing, the fire department was called, and she was sent back to the hospital. He was brought to Rikers from Texas in 2013 for changing his address without notifying his parole officer. After making a lewd gesture at a jail guard, investigators found that Ballard was locked up alone in his mental observation cell for six days and eight hours, a more detailed accounting than in earlier reports. Water was turned off after he flooded his cell and he was visited only twice in brief, minute-long episodes by health workers making rounds. At one point a jail guard sprayed deodorizer outside his cell, but did not get him help. Ballard died shortly after a doctor finally went into his cell and found him naked, covered in feces and badly infected from a piece of cloth he tied tightly around his genitals. The medical examiner ruled Ballard’s death a homicide and said he was killed by diabetic ketoacidosis which occurs when people don’t have enough insulin and the liver breaks down fat instead. They swoop on the home once he arrives in a pickup truck. Duenez, a passenger in the truck, can be seen climbing across the seats and opening a door as Manteca police officer James Moody runs towards the vehicle with his gun pointed. Police claimed the officer saw a knife in the man’s right hand and feared he might throw it or charge at him in the frantic, fast-paced exchange. Duenez was unarmed. On the video, Moody is heard shouting: ‘Drop the knife now!’ and ‘Hands up! Hands up, Ernie! Dexter LuckettDexter Luckett 23, (Black Male) Bellflower California June 16, 2010 – Lakewood station deputies responded to a call of shots fired about 9:43 p.m., according to a sheriff’s news release. When they arrived at the location, they contacted several informants who confirmed they heard gunshots in the area. One of the informants “directed the deputies to the rear of an apartment complex” where authorities located Luckett, who they said matched the description of the shooter given by the informant. A deputy ordered Luckett to raise his hands, walk to the radio car and place his hands on the hood. At first, Luckett raised his hands then allegedly dropped his left hand toward his waistband. According to sheriff’s officials, at that point the deputy again ordered Luckett to raise his hands and he complied, but as he reached the hood of the car, he quickly dropped his left hand to his rear waistband area, out of the deputy’s view. Believing the suspect had retrieved a weapon and in fear for his life, authorities said the deputy fired one round from his duty weapon, hitting Luckett in the upper body. However, in preliminary findings from the coroner’s office, it was found that Luckett was shot twice, once in the arm and torso. After the shooting, Luckett was taken to a local hospital where he was pronounced dead at 10:27 p.m., according to coroner’s records. No deputies were injured in the incident. Geer had been standing, unarmed, with his hands and head on the doorframe. The two patrol Officers Adam Torres and Harrington standing 15 feet away knew this and spoke to him for about 50 minutes, before Geer started to slide his hands down the frame of the doorway from over his head while speaking with police officers for 50 minutes when Officer Adam Torres inexplicably fired one shot into his chest. Geer turned, closed the door and collapsed. The police then waited another hour before sending in first-aid for someone who had been shot almost point-blank in the chest. Jessica HernandezJessica Hernandez 16, Denver Colorado Jan. 26, 2015 – Authorities claim Officers Daniel Greene and Gabriel Jordan shot Ms. Hernandez as she attempted to use a stolen vehicle she was in, which included 4 other teenagers, as a weapon against an officer. The officers fired at her because as police approached the vehicle it struck a cop breaking his leg. One of four other teens in the car states the police department’s story was not accurate. She says police first shot at the car’s window, injuring Hernandez, and forcing her to lose control of the car and strike Officer Jordan and pin him between the car and a fence. Ms. Hernandez’s friends who were with her, as well as her family, are now speaking out against the official story. It is unclear who stole the car, where it came from, or if the car belonged to a relative of one of the teenagers. Keith BriscoKeith Briscoe 36, (schizophrenic) Black Male Winslow Township New Jersey May 3, 2010 – Three times each week, 36-year-old Briscoe of Winslow Township, New Jersey would begin his day by going to a nearby convenience store for soda and cigarettes. Briscoe, who had been diagnosed with schizophrenia and lived with his parents, went to the local Steininger Behavior Services clinic for treatment, and he would have a smoke outside the store while waiting for the office to open.
While standing unarmed and bothering no one outside of a convenience store waiting for the medical clinic to open Briscoe was approached by Officer Sean Richards who attempted to seize and handcuff him. As Briscoe tried to escape, Richards called for “backup” and attacked Briscoe with his a chemical spray leaving Briscoe choking and struggling for breath. Bystanders rather than intervening on behalf of Briscoe, or simply butting out, reflexively gave the police officer assailant the benefit of the doubt, and joined in the beating. Five more armed officers arrived and piled on. A few minutes later, Briscoe was dead as a result of “traumatic asphyxia” The arresting officer, former Winslow Patrolman Sean Richards, later pleaded guilty to simple assault in connection with what authorities described as an unjustified arrest. Kevin DavisKevin Davis 44, Decatur Georgia Dec. 29, 2014 – Kevin Davis and his girlfriend, April Edwards, lived on the outskirts of Decatur, GA, just outside Atlanta. Davis, a longtime employee at Sawicki’s, a sandwich shop located in the more affluent downtown area of Decatur, where Edwards also worked. Davis was kind-hearted, generous, never late, and a visible contributor to his relatively small community of family, friends and colleagues. It was this very kindness which prompted him to invite Terrance Hilyard, 47, a co-worker in a rough spell, to stay with him and Edwards at their one-bedroom apartment. Hilyard and April Edwards got into an altercation, which quickly escalated. Hilyard stabbed Edwards with a kitchen knife and fled the scene. Davis promptly called 911 for help. DeKalb County Police were dispatched, and Officer Joseph Pitts was first to arrive on scene. Per three witness accounts, Officer Pitts did not announce his arrival or identify himself. He entered the home to find the couple’s dog, whom he shot and killed. Upon hearing shots, Davis became alarmed that his girlfriend’s assailant might have returned with a gun. He retrieved his own gun, proceeded to the front room of his home and was shot twice by Officer Pitts. Both Edwards and neighbors claim Officer Pitts did not order Davis to put down his weapon before hearing gunshots. Police claim Davis was told to drop his firearm, and refused to do so. After the shooting, Edwards came out, saying, “What have you done? Why did you shoot him?” A second officer arrived on the scene. Davis, prone, said he was unable to feel his legs. He was arrested, charged with aggravated assault of a police officer, and transferred to Grady Hospital in downtown Atlanta in police custody. Hilyard was apprehended and arrested for the assault on Edwards. Edwards was transported to emergency care, her wounds having punctured an artery in her right arm. Over the next two days, during his stay at the hospital, Davis’s family made numerous attempts to speak with him, both in person and over the phone, but were denied by police, who said he was “in police custody.” Davis was not allowed to have outside contact, which reportedly evoked frustration on behalf of attending doctors. On December 31, Davis died from his injuries sustained at the hands of Officer Pitts. At the time of the shooting, neighbors and witnesses gave conflicting accounts. Some questioned whether the confrontation had begun as a traffic stop at all. They noted that Wilson’s Cadillac had been parked for hours in the same location near an alley. They suspected he might have been getting into his car when the shooting occurred after recording music at a friend’s. Another witness claimed to have seen police officers on foot and in cruisers chasing two men through an alley. That witness claimed officers might have mistaken Wilson for one of the men involved in the police chase. What they all agree on is Wilson had his arms raised and was unarmed when he was gunned down. Willis 42, (Black Male) Stillwater Oklahoma Jan. 29, 2015 – Stillwater Fire Department responded to an apartment fire, firefighters forced entry into the downstairs apartment to evacuate occupants. Upon entry, they discovered the body of 64-year-old William C. Marg; the source of the fire upstairs seemed suspicious. Investigators identified the residents of the upstairs apartment as 42-year-old Ralph Willis III and his wife Rachel Willis, 37. The couple was not at the apartment and were identified as persons of interest in Marg’s homicide. Upon the realization that they both had warrants for their arrest, officers began searching for the couple. After Stith spotted and confronted a man matching the burglary suspect’s description, the two men were involved in a physical altercation during which Stith shot Lett. Officer Stith joined TPD in 1999 and since then has had several disciplinary actions brought against him. He was suspended in February 2012 for 40 hours for violating TPD policies and again in May of that year for 10 hours without pay for his use of force while responding to a domestic battery incident, according to his personnel file. “Officer Stith used excessive force and failed to document use of force during his response to a possible domestic disturbance,” the summary of an internal investigation into the incident says. Stith was also suspended for 40 hours without pay in December 2013 for entering the Girl Scouts of America office in Tallahassee and acting aggressively and shouting obscenities, according to his personnel file. Two months earlier, in October 2013, Stith was issued a written reprimand for obscene comments about another officer. So it goes to say almost with certainty Jeremy Lett was not the burglar. Officers, Ryan Dote and James Soh were dispatched to the residence. Buchanan said she had been prompted to call the suicide hotline after speaking to Watkins at her home and learning he was “sad” and didn’t “feel too good.” The hotline operator told her police would be called in order to mobilize a suicide intervention team. But Watkins walked out the door, joining her daughter, who was already outside, Buchanan said. The police were already there, and Watkins started “trotting” over to them. The officers fired, hitting him with what appeared to be nine shots, as she and her daughter screamed for them to stop. “We begged them to help him, not shoot him,” Buchanan said. “He wasn’t in a good frame of mind — distraught, depressed.” Police could have handled the situation differently, especially considering the call she had made to the suicide hotline. “He needed mental help, not nine bullets. Thompson did not communicate with them. “They reached up to his leg and kind of pulled him down off the wall” “He essentially jumped off the wall and landed on his feet. He allegedly started attacking one of the deputies.” A struggle ensued, and ultimately the other deputy repeatedly discharged the Taser to subdue Thompson. “Before the ambulance arrived, Thompson stopped breathing .The officers initiated CPR and continued CPR until the ambulance arrived.” The Taser caused cardiac arrest. One of the men apparently stopped to talk to Deputy Jones, but the other, later identified as 2 Rhinvil, continued walking. Police say the Deputy then again requested him to stop, and Rhinvil in turn, started running. The Deputy reportedly chased Rhinvil, and grabbed him as he was climbing a fence, a fight started, during which the Deputy claims he was pinned on his back on the ground, and as he was trying to escape, Rhinvil pulled a handgun from his pocket. The Deputy claims he feared for his life, and reportedly pulled his department weapon, and shot Rhinvil. Investigators say they don’t believe Rhinvil fired his gun. Emergency crews responded to the scene, but Rhinvil was pronounced dead. Navas reportedly sped off at a high-rate of speed, leading officers on a roughly six-minute pursuit that ended when the suspect vehicle and the patrol car collided in a cul-de-sac. Before the ambulance arrived, several Middletown officers — including one with a police dog. Five police officers from the Middletown Police Department were dispatched to the second floor of Town Ridge Apartments that night in 2010 with a report of a man in need of medical assistance. Sgt. James Prokop, K-9 Handler Doug Clark and officers William Hertler, Chris Lundberg and Elias Martz responded to the call. They said they found Carrion inside the apartment with his wife, Rhode Carrion, and other family members. Carrion was allegedly detained and handcuffed “for his safety” while EMS personnel attempted to assess his condition. Carrion allegedly became violent after he was handcuffed and fought officers, refused orders and even choked a police dog to unconsciousness. His wife said after the incident that this was not the case, however. Rather, Carrion was trying to get away from the police who were shooting him with a Taser an estimated 35 times. Police claim Carrion was handcuffed for his own protection, attempted to escape and ran outside. According to Carrion’s wife, her husband crawled naked into a bramble thicket where he was repeatedly shocked. The medical examiner’s office listed the cause of death as “excited delirium.” Probate records show the lawsuit in the case was settled in October 2014 when Middletown officials agreed to pay $462,500 to Carrion’s wife and children. King Hoover King Hoover27, (Black Male) Spanaway Washington Aug. 31, 2010 – Hoover overstayed his welcome after a gathering at a friend’s house. He was asked to leave and a dispute began when he didn’t leave quickly enough. He eventually left the apartment however, he then took a propane tank from a nearby BBQ and threw it into the apartment through a back window. The police claim Hoover then broke another window and entered the apartment again. Deputies were called to the apartment just after 8:30 a.m. Dispatchers could hearing arguing, screaming and crying in the background. Two deputies arrived and found Hoover hiding behind a couch. The man didn’t follow commands to come out and refused to show his hands to the deputies. When Hoover refused to obey the orders of the officers they pulled out their their taser guns and electrocuted him. A third deputy arrived at the scene and the three deputies were able to get Hoover handcuffed as he kicked at them so they also tied his feet together. Shortly after he was in custody the deputies called for medical aid as Hoover had stopped breathing. Paramedics took Hoover to St. Clare Hospital in Lakewood, where he was pronounced dead. Tony Chance RossTony Chance Ross 34, (White Male) Sulphur Springs Texas March 9, 2015 – Ross was arrested early Friday evening after police responded to a call on Whitworth Street of a shirtless man acting erratically. As officers responded, a second call was received regarding a door kicked in at a residence on the street. The description given of that man matched the first description received. The first officer on the scene did not find the individual at the residence but the second officer responding did find Ross down the street. When approached, Ross is said to have balled his fist and charged the officer. The officer tazed Ross but Ross was able to pull the wires out and fled. The officer pursued and a fight insured. Officers said Ross was difficult to contain and they were forced to tazed him more than once. Ross continued to resist even when taken to jail according to Chief Sanders. Ross was placed in the padded cell at Hopkins County jail. Eleven minutes after he was placed in the cell, an officer heard a noise and went to check on Ross. He was face down and unresponsive. Officers were able to find a faint pulse and called EMS. CPR was stared at the jail and his pulse was stronger but he was not breathing on his own when he arrived at Hopkins County Memorial Hospital. Ross was transferred to Trinity-Mother Francis Hospital in Tyler where he died from what was at that time called cardiac arrest. The neighborhood was empty as they drove through, but then they saw two people sitting inside a white Ford Thunderbird parked in front of a corner house. The patrol car pulled up nose-to-nose with the Thunderbird, and the officers switched on a bright spotlight. Mario Romero and Joseph Johnson were inside the car, back from a party. Romero’s sisters Ankhe Harris and Cynquita Martin had been awake inside the house. Johnson had called Harris to let her know he was about to come in, and she had gotten up to unlock the door for him. Through the window, Harris and Martin saw the spotlight shine on. They heard shouts. Then they heard gunfire, lots of it. They heard it stop and then, after a few seconds, begin again. Harris looked outside the window and saw an officer walking toward the Thunderbird firing away. Martin burst out the front door and began screaming at the officer to stop shooting. According to Harris, the offer turned to Martin and shouted back, “If you don’t get back in the house and I’m gonna shoot you in your fuckin’ face!” Officer Kenney fired 24 shots. During the raid, Guizan was shot half a dozen times by Monroe Officer Michael Sweeney. The police team’s action was based on a claim by an exotic dancer that she saw a small amount of cocaine and some smoking pipes in Terebesi’s home. A state lethal-force investigation found that one of the officers thought he had been hit by gunfire when he was actually struck by debris from a police “flash-bang” grenade. The officer opened fire and Guizan, who was unarmed, was killed. Paul Vance.Witnesses said Victor threw a piano, a lamp and several other objects from the apartment window and threatened to jump if police entered the building. A SWAT team responded, along with a K-9 unit and dozens of officers entered the man’s apartment and unsuccessfully tried getting him to surrender. Noel MendozaNoel Mendoza 43, (Hispanic Male) Meriden Connecticut June 9, 2013 – Mendoza pulled into the parking lot of the police department yelling that someone was after him. Police said Mendoza was showing signs of paranoia and drug use, and he actually admitted to them he’d smoked crack and swallowed cocaine. “He really needed help, and he was looking for it, but it wasn’t coming so fast,” said Mendoza’s girlfriend Diana DeJesus. Just recently she said Mendoza had been trying to get into a rehab facility to get help for his drug problem and was waiting to hear back. “He was running around he thought somebody was trying to get him and he was acting very weird. But I think he really went there for help.” An ambulance was brought in to bring Mendoza to Mid-State Medical Center, and as EMTs were trying to get him into it, he began to flail around and started to scream. He was eventually handcuffed in an effort to stabilize him, but continued his out-of-control behavior and started to spit saliva and blood at the police officers and EMTs. One of the police officers used a stun gun in an attempt to gain control of Mendoza and stop him from fighting, and at one point Mendoza allegedly grabbed the Taser while he was handcuffed and wouldn’t let it go. After he arrived at the hospital he was still combative and medical staff tried to medicate him to calm him down. Richard PocciaRichard Poccia 60, (Mentally ill White Male) Napa California Nov. 28, 2010 – Poccia, an unemployed nurse, was drinking heavily, had fired a shot through a wall and was suicida. Poccia’s wife Samanda Dorger and her family and friends told police Poccia was alone in the home, had been in psychiatric distress for two days and his mental state was deteriorating. Poccia’s health care provider told police Poccia might be suffering from withdrawal from Klonopin, a prescription drug for seizure and panic disorders. Poccia was unarmed when he was shot, but officers said they thought Poccia was reaching for a weapon. Poccia died of a gunshot wound to the head. Poccia’s family later filed a wrongful death lawsuit against the city that was settled in January, with city agreeing to pay the family $700,000. Sheriff and district attorney investigations absolved the officer of criminal wrongdoing in the Poccia case. Jarreau was ahead of the film crew, directing them in which say to go. The first officer to arrive commanded the film crew to disperse. As Jarreau and the film crew were following the commands of the first officers, more officers arrived and commanded the film crew to get on the ground. Jarreau was already a distance from the film crew and was then blocked off by an unmarked police car, as he was walking in the direction of the alley. Member of the film crew and friends stated that Officer Tribble was wearing plain clothing at the time of the incident, and that Jarreau was shot as he held his hands in the air, while holding a green cup. The green cup was found at the site of the shooting. The film crew and friends of Jarreau stated that the officer gave no warning to Jarreau prior to firing his weapon. Tribble was allegedly not wearing a police uniform and was dressed in clothes that a reasonable person would not identify as clothes of a peace officer. After Tribble shot Jarreau, he allrgrdly waited unreasonably long before calling for medical assistance for Jarreau. Tribble directed the ambulance to take Mr. Jarreau to John Muir Medical Center, which was unreasonably far from where Jarreau was shot, and other emergency medical facilities would have been more reasonable choices due to their proximity. DuBois Center, a state-run mental health treatment center on Summer Street, called police after dealing with Palmer, a patient who allegedly threatened his roommate and Dubois Center doctors who had gone to his residence. Officers responded to the home and Palmer let them inside, allegedly only to attack them moments later. He disobeyed officers and allegedly became aggressive toward them, so they used pepper spray on him, which proved ineffective. A Stamford officer then shocked Palmer with a Taser and were able to handcuff Palmer, but he went into medical distress soon afterward. Paramedics tried to help Palmer at the scene and he was transported to Stamford Hospital and pronounced dead a short time late. Worth Texas April 18, 2009 – The Jacobs family had dialed 911 on that fateful April day because Michael was causing a disturbance. The mother of the young mentally challenged man had called the Fort Worth Police in the past when Michael would have these episodes because the young man would calm down when the police spoke with him. Unfortunately, the police began struggling with Michael and escalated the situation with the use of excessive force. The family claims they were begging officers to stop hurting the confused young man and continually proclaimed, “You’re going to kill him. Please stop!” The situation ended with Jacobs being Tased excessively, rendered unconscious, and then handcuffed face down possibly obstructing his airway further. Shortly after midnight Louisiana State Police Troop F responded to a report of an 18-wheeler sitting stationary in the lane of travel on U.S. 65 about six miles north of Tallulah in Madison Parish. The truck was found to be abandoned for unknown reasons, and a Louisiana State Trooper and Madison Parish sheriff’s deputies began to search for the driver to check on his welfare and to get the truck moved. Subsequently the driver of the truck, Watford, , of Cottonwood, Alabama, was struck by a southbound Louisiana State Police Chevrolet Tahoe. According to HPD, Haleck refused to leave the roadway, continuously running away from the officers. Police tried using pepper spray, but it was ineffective. An electric gun was then deployed twice but was also ineffective. Police say Haleck eventually tripped and fell while trying to run away, giving officers an opportunity to gain control of the man, described as “combative”, and place him under arrest. A short time later a Floyd County police officer contacted Roberts by telephone in regard to this report and also spoke to Askari about the complaint.At approximately 9:30 p.m. on the same date, Ella Roberts called Floyd County 911 and reported, Askari Roberts, was being held down by a 64-year-old male Jackie Roberts in order “to keep him from hurting them”. A Floyd County Police Officer was dispatched to the residence. Another Floyd County Police Officer advised he was en route to that residence.The officers involved in the incident are identified as: Sgt. Greg Beck Sgt. Beck joined the Floyd County Police Department on May 30, 2004. Sgt. Beck is assigned as a Shift Supervisor in the Uniform Patrol Division. Sgt. Brandon Robinson At approximately 9:50 p.m. a Floyd County Police Officer arrived at 3189 Morton Bend Road. Another Officer transmitted that he needed another unit and to “step it up”. At 9:54 p.m. the second Officer arrived at 3189 Morton Bend Road. At 9:59 p.m. one of the on-scene officers requested an Ambulance be dispatched to the residence with normal response. At 10:03 p.m. one of the on-scene officers requested the ambulance “step it up” that “he is unconscious at this time”. At 10:04 p.m. one of the on-scene officers advised 911 that they were attempting CPR. At 10:10 p.m. an on-scene officer advised 911 that they applied the AED. At 10:11 p.m. an on-scene officer advised that the AED stated that “shock not advised” and they were continuing CPR. CPR was performed by the officers until the arrival of Redmond EMS at 10:16 p.m. Redmond EMS transported Askari Roberts to Floyd Medical Emergency Room where life saving measures were attempted by Emergency Room personnel. No Photo Available-001Frederick Devon McAllister 33, (Black Male) Bridgeport Connecticut Jan. 31, 2008 – Sergeant Fitzgerald was present at a lineup when the intelligence information regarding Justin Dewitt Ellerby was passed out. His squad was assigned to the call that Ellerby had driven in a red/burgundy Chevy Tahoe and was carrying a Desert Eagle handgun. Sergeant Fitzgerald heard the police radio transmission that Officer Reilly had reported a Chevy Tahoe had departed. Fitzgerald, intending to intercept observed the SUV driving straight at his vehicle, causing him to swerve away to avoid a collision. The SUV then proceeded at a high rate of speed. Fitzgerald, joined the chase. The SUV drove directly across a busy thoroughfare, without either slowing or stopping, and then into the CVS parking lot then drove over a curb, and still at high speed, several blocks up to the intersection which he drove through sideswiping a tree and crashing through a link fence. He then continued approximately seventy-five yards into an open play area where he struck another tree head-on and finally came to a stop. Sergeant Fitzgerald followed through the hole in the fence, brought his patrol car to a stop about thirty feet away from and at a ninety degree angle to the SUV. The SUV operator exited the and Fitzgerald claimed advanced toward him allegedly appearing to be reaching to his front waistband, Fitzgerald drew his service weapon and commanded him to “stop, drop the gun and show your hands”. In response, the man yelled get the ‘_______’ away from me.” and appeared to be aiming a weapon at the officer. At this point, fearing for his life, Fitzgerald fired three rounds at the individual, none apparently striking him. As the man then turned sideways toward him the officer heard a gunshot and responded by firing three more shots. The man then dropped to one knee, stood up, threw something to the ground and jogged away dropping an object. The object that Sgt Fitzgerald had observed the man throw to the ground was a Blackberry PDA. Investigation determined the individual who Sgt. Fitzgerald had shot was not, in fact, Justin Ellerby. Found in the Chevy Tahoe was a South Carolina motor vehicle I.D. card with the decedent’s photograph bearing the name Frederick Devon McAllister and date of birth of 11/11/72. Darlene Watkins said Shane grabbed a box cutter and went outside to meet deputies, despite her telling him not to go outside. When he arrived at the scene, Officer Wray saw a white male wearing a jacket run into a home. Officer Wray got out of his vehicle, approached the front door and noticed it had been kicked in and also saw blood on the wall near the front door. He reached for his firearm but realized he’d left it at the police station. He then reached for his Taser, and without waiting for backup entered the home. As he went inside, Wray saw a young male at the top of the stairs. Wray “also claims he noticed the reflection of a second person in the kitchen hitting something. The male in the kitchen, later identified as Jones, began to walk out of the kitchen toward Wray, who “observed Jones’ hands and could see he (Jones) was not carrying anything”. The Official Report notes Jones was not armed. From a distance of 12 to 15 feet, Wray deployed his Taser Model X26. The Taser’s barb’s struck Jones in the chest, in and around his heart. Jones “immediately fell to the floor and never got up”. Officer Wray handcuffed Jones and left him lying on the living room floor. He handcuffed the White male, and when he returned to the living room, he found Jones unresponsive. Officer Wray rolled Jones over onto his back and noticed drool coming from his mouth. Jones had no pulse and did not appear to be breathing. “At some point, Officer Wray called for medical backup and began CPR” on Jones. Jones was later pronounced dead at Memorial Hospital in Martinsville.
